Central Election Commission:
The Central Election Commission is an independent state body that was established in compliance with the Constitution of Ukraine on November 18, 1998. The Law on the Central Election Commission specifies that the CEC is a permanently operating state body, which ensures the preparation and conduct of elections of the President of Ukraine, people's deputies and nationwide referendums. There are 15 members in the CEC who are assigned to office and their powers are terminated by Parliament upon recommendation of the President of Ukraine. The CEC provides counseling and methodological support for the elections to local councils, for village, settlement and city chairmen, and for local referendums. It heads the system of election commissions established for preparing and holding elections of the President of Ukraine, people's deputies, countrywide referendums and local elections. For the performance of its functions it is vested with extensive rights and powers that make it possible to engage state bodies at all levels. The CEC pursues its activity on the principles of legality, independence, objectiveness and collegiality.
Cabinet of Ministers of Ukraine:
The Cabinet of Ministers of Ukraine is the highest body in the system of bodies of executive power. The Cabinet of Ministers of Ukraine is responsible to the President of Ukraine and is under the control of and accountable to the Verkhovna Rada of Ukraine within the limits envisaged in Articles 85 and 87 of the Constitution of Ukraine. The Cabinet of Ministers of Ukraine is guided in its activity by the Constitution and the laws of Ukraine and by the acts of the President of Ukraine. The Cabinet of Ministers of Ukraine is composed of the Prime Minister of Ukraine, the First Vice Prime Minister, three Vice Prime Ministers and the Ministers. The Cabinet of Ministers of Ukraine:
- ensures the state sovereignty and economic independence of Ukraine, the implementation of domestic and foreign
policy of the State, the execution of the Constitution and the laws of Ukraine, and the acts of the President of Ukraine;
- takes measures to ensure human and citizens' rights and freedoms;
- ensures the implementation of financial, pricing, investment and taxation policy, the policy in the spheres of labour and employment of the population, social security, education, science and culture, environmental protection, ecological safety and the utilization of nature;
- elaborates and implements national programs of economic, scientific, technical, social and cultural development of Ukraine;
- ensures equal conditions of development of all forms of ownership;
- administers the management of objects of state property in accordance with the law;
- elaborates the draft law on the State Budget of
Ukraine and ensures the implementation of the State Budget of Ukraine approved by the Verkhovna Rada of Ukraine, and submits a report on its implementation to the Verkhovna Rada of Ukraine;
takes measures to ensure the defence capability and national security of Ukraine, to ensure public order and to combat crime;- organizes and ensures the implementation of the foreign economic activity of Ukraine, and the operation of customs;
- directs and coordinates the operation of the ministries and other bodies of executive power;
- performs other functions determined by the Constitution, the laws of Ukraine, and acts of the President of Ukraine.
National Council for Television and Radio Broadcasting:
The National Council is the constitutional, permanent extra-agency state authority accountable to the Verhovna Rada of Ukraine and the President of Ukraine. The National Council takes part in the implementation of the national policy of licensing television and radio broadcasting, controls the efficient use of the national resource of radio frequencies, and ensuring the adherence to license conditions by television/radio organizations. The National Council is independent within the authority specified by the Constitution of Ukraine, the laws of Ukraine and acts, in the interest of the society.
The National Council of Ukraine for Television and Radio Broadcasting was established with the purpose of realizing and controlling the implementation of the legislation in the field of TV and Radio broadcasting.
The National Council is responsible for the development and quality of TV and radio broadcasting in Ukraine.
The composition of the National Council of eight members is approved by the Supreme Council of Ukraine for a four-year term. Four candidates are chosen upon submission of the Chairman of the Supreme Council of Ukraine, and four candidates are chosen by the President of Ukraine.
