Central Election Commission:
The Central Election Commission is an independent state body that was established in compliance with the Constitution of Ukraine on November 18, 1998. The Law on the Central Election Commission specifies that the CEC is a permanently operating state body, which ensures the preparation and conduct of elections of the Ukrainian President, People’s Deputies and nationwide referendums. There are 15 members in the CEC who are assigned to office and their powers are terminated by Parliament upon recommendation of the Ukrainian President The CEC provides counseling and methodological support for the elections to local Councils, for village, settlement and city chairmen, and for local referendums. It heads the system of election commissions established for preparing and holding elections of the Ukrainian President, People's Deputies and countrywide referendums and guides their activity. For the performance of its functions it is vested with extensive rights and powers that make it possible to engage state bodies at all levels for the materialization of a cause that is of supreme importance for the destiny of the country. The Commission pursues its activity on the principles of legality, independence, objectiveness, competence, professionalism, collective consideration and resolution of issues, justification of adopted decisions, openness and publicity.
Ukrainian Parliament Ombudsman for Human Rights:
The Ukrainian Parliament Ombudsman for Human rights exercises parliamentary control and is a key instrument for the promotion and protection of the constitutional rights and freedoms of the individual in Ukraine. The Office was established in 1997 in order to follow-up individual complaints on the violations of human rights, advise on relevant legislative developments and oversee governance in compliance with human rights standards. The objective of this office is to protect the rights and freedoms of citizens as proclaimed by the Constitution of Ukraine, the laws of Ukraine and international agreements of Ukraine. The Ombudsman’s office seeks to improve and further develop international cooperation in the protection of citizens' rights and freedoms and to prevent any forms of discrimination with regard to a person's implementation of his or her rights and freedoms as well as the prevention of violating acts against citizens' rights and freedoms or the facilitation of their renewal. Legal knowledge is encouraged among the population, as is the protection of confidential information on each person.
