Cooperation with official partners:
Regular meetings with the CEC, the Parliament Ombudsman for Human Rights and other actors listed in the Action Plan are carried out. All activities listed below are done in full coordination with the above-mentioned partners.
Training for (future) members of polling stations and territorial election commissions:
The CEC is determining topics, which deserve special attention. The CEC has invited the OSCE Project Coordinator in Ukraine to contribute to the elaboration of training materials and manuals and to assist in the printing of official training materials.
Voter education and voter awareness:
All activities in this area include the coordination of projects and plans on both a central and regional level. A survey was conducted by the Razumkov Center in order to determine topical target areas and focus groups. Subsequently informational inserts will be placed in central and regional newspapers. The coordination of activities on Public Service Announcements (PSA) is also taking place. In conjunction with EU/BIRD, the CEC is determining topics for PSA’s, which deserve special attention. The CEC has invited the OSCE Project Coordinator in Ukraine to contribute to the elaboration of PSA’s.
Assistance in developing voter lists for the 2004 presidential elections:
The goal of this project, which is being implemented by the Secretariat of the Freedom of Choice coalition of NGOs, aims to assist local authorities in the formation of voter lists.
Preparation of materials:
An English translation has been completed on the Law “On the Election of the President of Ukraine,” the Law “On the Central Election Commission”, and on the official CEC timetable of the main election events. Translations and/or outlines of other relevant laws are also foreseen.
