National Elections Advisor

The office of the OSCE Project Co-ordinator in Ukraine is seeking a qualified and motivated person to fill the position of:

National Elections Advisor

 Tasks:

• Planning, monitoring, implementing and evaluating election of related projects;

• Providing advice on all issues, activities and legal aspects of elections in Ukraine;

• Liaising, contact-building and networking with the relevant state institutions, government, CEC, implementing partners and experts involved in election project implementation or other similar projects implemented by other organizations and agencies;

• Participation in the high level working groups on electoral issues, providing expert advice to these; • Conducting needs assessment and research on electoral matters;

• Elaborating and performing expert analysis of election-related materials, research and manuals;

• Participating as a speaker in conferences, round-tables, seminars on elections upon approval of the Head of Project Coordinator in Ukraine;

• Providing expertise and consultations to the OSCE Project Coordinator and the Head of Democratization Section on electoral matters;

• Daily and quarterly reporting to the supervisor on project implementation;

• Contributing to the reporting process to donors, including the preparation of narrative and financial reports based on the demands of the respective donor in line with the MoU of the office, the OSCE rules and regulations and the OSCE donor agreements;

• Controlling the reporting process as required from the implementing partners.

Requirements:

• Minimum 6 years experience in various positions on election-related work, with liaison with high-level officials,

• Excellent communication and negotiation skills ;

• In-depth knowledge of election legislation and all relevant key stakeholders in this field in Ukraine;

• Experience as a trainer/lecturer on election legislation;

• Demonstrated management, analytical, and interpersonal skills;

• Experience in working on project proposal drafting and implementation;

• Computer literate with practical experience in Microsoft packages;

• Excellent written and communication skills in English and other local languages;

 • Ability to work with people of different nationalities, religions and cultural backgrounds.

Project Officer

Tasks:

 • Assisting in developing and instituting a rule of law course at the law faculties of Ukrainian universities;

• Support to the development of Administrative Law and Administrative Justice in Ukraine;

• Drafting of project proposals in line with the initiatives and decisions of the supervisors;

• Coordination and administration of project activities;

• Research and needs assessment conducting, preparation of the training materials and delivery of the training courses;

• Quality control of the project publications, contribution to the development of project publications;

• Preparation and consolidation of reports, overviews, and other information and analytical material on demand of the Rule of Law Project Manager;

• Preparation and review of narrative and financial reports;

• Attendance of local and international conferences (also as speaker at meetings).

Requirements:

 • University degree in law;

• Minimum 2 years of professional experience in public law, legislative drafting and/or project management in the sphere of Rule of Law, public law, and legislative in Eastern European Countries / the CIS;

• Experience in drafting reports and ability to work with government officials and institutions;

• Excellent written and verbal communication skills in English and in Ukrainian;

• Good organizational, analytical, communication and interpersonal skills;

• Computer literate with practical experience in Microsoft packages;

• Ability to work with people of different nationalities, religions and cultural backgrounds.
